IETM Conversion
The ESSIbuy IETM WebTM conversion process is designed to create multiple levels of IETMs which can be configured to specific customer’s requirements.
At the heart of the ESSIbuy conversion process is the WebTM software application. Utilizing WebTM, ESSIbuy can develop an IETM from most Military Standard (MIL-STD) Document Type Definition (DTD) tagged technical manuals.
In addition to providing a complete IETM, ESSIbuy can provide an Integrated Sustainment Tool allowing the customer full change implementation, authoring and change publishing capability for use with any ESSIbuy constructed IETM.
Interactive Technical Manual Production Levels:
Complex – At the high end of ESSIbuy’s IETM capability is the Complex IETM Level. This format can be installed on computer (full functionality) with minimal requirements, viewed directly from a CD without install (excludes communication functions), or over network connection. This model is to provide the customer with a fully interactive technical manual to include the following capabilities:
- Fully hyperlinked Technical Manual (all internal/external links including text to graphic, graphic to text, graphic to graphic, callout to callout on specific graphic, text to text, text to external text)*.
- Fully cross-referenced IPB capability. Allows easy navigation and part locating, interactive part requisition transition to existing military supply chain systems as well as printed submission.
- Interactive Navigation Table of Contents Index (Direct Access to all Technical Manual Data / Chapter-Section-Paragraph, Images, Tables, Front-Rear Matter).
- Interactive Control Panel (Integrated Database Communication)
- Secure User Login
- Equipment Serial Number Selection Menu
- Equipment Modification Instruction Dialog (Serial Number Specific TM Data)
- Equipment Hour/Mileage Log
- Diagnostic Fault Dialog (Fault Code to Troubleshooting Capability)
- Interactive Technical Inspection Dialog
- Parts Requisition (Electronic Submission/Print Submission)
- Technical Manual Content Discrepancy Dialog
- Technical Manual Printing utilizing Adobe Acrobat (Full TM to Specific Paragraph / Including all current Technical Manual Changes).

- Administrative Dialog for User Permissions – allows for functions to be performed/not performed by specific users.
- Technical Manual Selection Menu
- The following added functionality may be incorporated at a nominal cost
- Maintenance procedure step by step tracking. Enables Administrative review of maintenance procedures performed by requiring step by step task completion acceptance and tracking of time to completion, user comments, and parts requested during task.
- Troubleshooting/Maintenance Procedure Graphic to Parts Manual Graphic linking. (Link from specific callout within Maintenance Procedure to applicable callout within Parts Manual for quick Spare Parts Requisition).
*Subject to capability and functionality of DTD used to tag data.
Read Only / Browse – As an alternative, customers can request an IETM to be constructed in a simple format known as “Read-Only” or “Browse”. This level allows user to view all Technical Manual data complete with all interactive hyper-links without the capability to perform database driven functionality. This format can be viewed directly from a CD without install, installed on computer, or over network connection. There is no Control Panel or Database structure associated with this design but it does include the following functionality:
- Fully hyperlinked Technical Manual (all internal/external links including text to graphic, graphic to text, text to text, text to external text).
- Interactive Navigation Table of Contents Index (Direct Access to all Technical Manual Data / Chapter-Section-Paragraph, Images, Tables, Front-Rear Matter).
- Technical Manual Interactive Tool Bar.
- Technical Manual Identification.
- Screen Frame Toggle (Full Graphic / Full Text / Index-Graphic-Text).
- Help Reference (Training Instructions / FAQs).

IETM Sustainment
After ESSIbuy develops an IETM, an Integrated Sustainment Tool is provided the customer. This tool allows the user to incorporate and publish new changes to their IETMs. If the customer prefers, ESSIbuy has proven capability to handle Technical Manual Sustainment in place of the customer offering a complete Sustainment Solution. In this scenario, the customer would dictate all required change by providing ESSIbuy with specific Change Packages. ESSIbuy will incorporate all changes into the IETM and publish the updated IETM to the customer.
A description of the capability offered by the Integrated Sustainment Tool which can be utilized by the customer or by ESSIbuy is below.
Integrated Sustainment Tool – ESSIbuy has developed a tool which may be used to maintain all IETMs constructed. This tool functions as a comprehensive shell around the entire IETM family. It can be used at a Technical Publications Office for Technical Manual Change implementation and publishing. The following is a list of capabilities that the Integrated Sustainment Tool provides.
- Insertion of text changes into specific Technical Manuals.
- All changes introduced through an XML Editing Software Application (i.e. Arbortext Epic Editor)
- Changes implemented directly to specific paragraph file for easy insertion
- Changes associated with specific Equipment Serial Numbers and Change levels.
- Changes associated with Equipment Modification Instructions (Multiple Technical Manuals).
- Insertion of Modified and New Graphics.
- Modification of Graphic utilizing Imaging Software Application (i.e. Corel Photo-Paint).
- Application of “Hot-Spots” for integrated linking (i.e. Text to Graphic, Graphic to Text, etc.)
- Construction or Change Release Packages
- All changes to be released, can be packaged for distribution (i.e. Zip File)
- Validation of IETM Links.
- All Internal Links (i.e. Text to Text, Text to Graphic)
- All External Links (i.e. Text to External Document)
- All External Links within IETM Family ( Links from TM to TM)
- After change implementation, a new PDF output of the Technical Manual can be created.
- All textual hyperlinks within the Technical Manual PDF are inserted automatically
- Allows for integrated IETM Print capability.
Change Implementation Pricing Model – The table below lists ESSIbuy’s Change Implementation Pricing. This table allows the customer to estimate cost to incorporate changes into its IETM based on the level of complexity.
Pricing is based on the complexity of the change:
- A Complex change normally consists of an entire page with complex tags (i.e. Table Insertion) change including minor SGML/XML tagging.
- A Moderate change will incorporate up to a full page, but with minimal SGML/XML tags and no additional SGML/XML tagging performed by ESSIbuy
- A Simple change consists of any change below a one half page change (i.e. Paragraph, sentence, graphic).
- If significant SGML/XML tagging is required to be performed by ESSIbuy, there is an additional cost specified in the table below.
